Baby (Well Actually, Toddler) Stopped Crying

So if a poem or any piece of writing moves like a river from one place to another, down hill, down page, from the beginning of one page to the end of another, can a piece of writing be dammed up? Can there be reservoirs within a piece of writing? Can they change the ecosystem of their context? To what other effect can writing dams be used? Show me.
